Multiple Submissions

Multiple submission of the same site to the same category has two possible results.

Either it creates a second [or more if you keep repeating this offence] entry in the pile of unreviewed. If this happens, an editor will remove the duplicate submissions, and it's not guaranteed which one will remain - could be the first or could be the last one. It also leaves a trail of notes, which does not look good.

On the other hand, the latest submission may delete the previous one. That means, if the editor chooses to review the sites in date order, you just pushed yourself to the end of the line, and delayed getting reviewed even longer.

Editors can review sites in any order, but it's most likely they will do them in order of submission.

The ODP guidelines advise against submitting again.
